Meeting Minutes: February 24, 2012

  • Sign Committee reported on their meetings with Fred Monroe and he has been given approval by the Town Board to write a letter to Betty Little requesting signage on Exits 25 and 26 for Gore Mountain. Because of APA regulations, only the brown and yellow information signs are allowed within the blue line, but the committee will also be working on getting our exits on the sign below Exit 17 of the Northway. The North Creek Business Alliance has offered to join forces with us on this and Monroe recommended we write to the DOT regarding signage on Route 8.
  • Tri-Lakes Business Alliance Mission Statement was presented and accepted. It will be posted on the webpage.
  • Members are still working on developing a trail system for ATV’s in our area. Permission is needed from National Grid.
  • The North Creek Chamber and North Warren Chamber will be having a mixer March 15th at the Panther Mountain Inn. Around the 1st week of June, the Centurion Bicycle Race will be passing through our area and businesses are urged to take advantage of the influx of people as family members following the cyclists will be looking for things to do.
  • The Wine Tasting Fundraiser was again discussed – date and time to be decided.
  • Chestertown Farmers’ Market: A contest was held for art students at the North Warren high school, and votes from the Chestertown Farmers’ Market’s Face Book page helped the committee choose a design drawn by Martha Torres as their logo. Martha will receive a $25 prize and the top four runners up will receive ice cream cone certificates donated by Main St. Ice Cream. Letters are being sent out to local Vendors to reserve a space at the Market and applications are also available online at www.chestertownfarmersmarket.com. Stall rates are available from $109 for the 17 week season to $69 for an 8 week commitment. This will be a “producer’s only” market and all products sold must be grown or made by the vendors themselves. Business owners and individuals are also invited to become a “Friend of the Market” by donating funds to help with advertising, insurance, signage, postage and group affiliations. Donations may be mailed to P.O. Box 257 – Chestertown, NY 12817 and more information regarding donor levels is also available on the website.
  • It was agreed that Thom Randall from the Adirondack Journal can continue to use our Meeting Minutes to report on our projects and goals.

Guest Speaker: Pam Morin – First Wilderness Heritage Corridor

Old Business

  • Don Butler met with DEC regarding a Town septic system and there is grant money available for this. A letter will be written to the Chester Town Board requesting them to have the town engineer draw up plans so when the monies become available, we can be toward the top of the list. It is possible for 2 or 3 smaller systems to be installed in a town, as opposed to a full scale system, but in order to be considered for grant monies, we need to have a plan on the shelf. Alliance agreed to proceed and Butler will be writing and presenting a letter to the Town Board to get this started.
  • Sign Committee met with Fred Monroe who will be speaking to Betty Little and the Dept. of Transportation regarding reducing speed limits on town entrances roads. It is not allowed for business names to be added to any town signs, but the addition of “Gas”, “Food”, and “Lodging” on the Business District sign is possible. Committee is waiting to hear back from Monroe.
  • Farmers’ Market Committee is moving forward, permission is in the works to hold a weekly Farmers’ Market on the front lawn of the Chester Town Hall every Wednesday, from 10am to 1pm, June 20th to October 10th. Requests for use of the Town Hall facilities and a request for “Start Up Funds” for the Market will be presented at the next Town Board meeting on February 14th. Letters to local businesses to become Friends of the Market by making a small donation to get the Market started with insurance, signage, advertising, etc. will be going out by March1st.
  • The Snow Cross at Green Mansions will be held March 10th – 11th, weather permitting. People from the entire northeast attend these events, and there are currently over 100 people committed to racing at Green Mansions. Ron Walker is working with the North Warren and Warrensburg Chamber of Commerce to get the word out, as well as town supervisors. Flyer is attached.
  • Tom Hill, president of the Northern Warren Trailblazers, explained that the snowmobile trail system in our area is not conducive to ATV trails during the summer months as a majority of the trails are on National Grid property and/or State Land, neither which allow ATVs on their property.
  • Fund Raisers – Wine Tasting: Members are contacting local people and wine distributors to assist in setting up these venues. The Panther Mountain Inn, Suzie Q’s and Green Mansions have offered their venues, and Adirondack Moonshine has offered expertise & resources. Outline attached. Date(s) will be set at the next TLBA meeting.

New Business

  • Summer Fest will be weekend of July 7th and the NW Chamber of Commerce needs volunteers. Interested parties should contact the Chamber.
  • A Mission Statement for the TLBA has been developed and will be presented at the next meeting for a vote. Current proposal:” To improve the quality of life and promote economic prosperity in Northern Warren County through enhanced infrastructure, expanded tourism, and beautification of our economic centers.”

Guest Speaker

Pam Morin from the First Wilderness Heritage Corridor assists with Event Facilitation and expressed her willingness to assist our group. Concentration of the Corridor is for communities along the Hudson River, and as Chestertown is 4.7 miles from the Riparius train station, we are eligible for project assistance. As tourism railroads are sustainable only if they are developed as one component of a larger tourism experience, drawing on the smaller scale attractions of an area, the goals of our organization are in line with the First Wilderness Heritage Corridor’s mission.

Guest Speaker: Edward Bartholomew – Adirondack Gateway Council

Old Business

  • Signage Committee has come up with proposals to have new matching signs at the entrance to all three villages with a theme of historic signs in our area. They’re meeting with Chester Supervisor Fred Monroe and with Betty Little to discuss funding. Their aim is to keep them consistent for all three towns with a possible theme of “History Lives Here”. Signs would have the name of the town with local businesses and points of interest placed at I87 exit ramps and town entrances. Adding Exit 25 to the NYS Thruway signs as an exit for Gore Mountain is also being addressed. They’re also looking into streetlight banners, which could be sponsored by businesses in the respective towns.
  • It was explained that every signature we get at our meetings gives $15 an hour to the Main Street Enhancement project and the Town will match that amount.
  • Farmers Market committee is gathering information and is moving forward. Becklers of Stone Bridge and Caves had planned to host a similar event in Pottersville this summer, and committee will work on coordinating the two markets. Possible Chestertown sites are in front of the Town Hall and at the barn/fields at Main Street Ice Cream Parlor.

New Business

  • A suggestion was made to look into changing the speed limit to a consistent speed at the entrances (Routes 8 & 9) to the towns. Petitions need to be submitted to the Town Boards who then present to the County and State.

Guest Speaker

Mr. Bartholomew explained that the Adirondack Gateway Council is doing what our group is doing but on a larger scale. This council can provide assistance on town sewer projects and loans for new businesses through their Micro Enterprise Fund. In 2006, our area was designated a National Heritage Area through 2021 and Wayne Monthe will be looking into what this designation can do for our towns.

Meeting Minutes for January 13, 2012

Don Butler went over the presentations to the Chester Town Board regarding the extension of snowmobile trails into the town center and looking into a town sewer project. Don Butler will be meeting with the DEC Thursday, January 26th, at 10am to get more information. Anyone interested in attending this meeting, please feel free. Regarding our request for the Town to look into opening up village streets or sidewalks to snowmobiles, we need to do more research and present it at an earlier time next year so we have more meetings for the Town Board to review the topic before the winter season.
ATV ticket sales at the high school are going well and the Ice Fishing Tournament on Brant Lake has been rescheduled for February 4th because of unsafe lake conditions.
New Ideas:

*North Creek Alliance has had wine tasting events as fund raisers to provide a shuttle bus from Chestertown to Gore Mountain and it was suggested we do similar fundraisers to possibly provide the same service from the Riverside Train Station to our hamlets. Barb Dunham volunteered to do a wine tasting and tour at Railroads on Parade however they are closed until May. Bill Branagan of Adirondack Moonshine and restaurant/tavern owners also volunteered to assist with this venture. Bill phoned the NYS Liquor authority and they said the 1 day permit must be requested by someone with a “Club License” and not a retail license like his. They also stated we could only taste NY wines. A date and discussion will be set at the next meeting.
*A Farmers Market was suggested for the summer months with fresh produce and homemade goods & crafts (bakery items, jewelry, quilts, etc). Cindy Mead will be looking into this and will report at the next meeting.
*Ron Walker is looking into a Snow Cross (snowmobile races) on a yet to be determined weekend at Green Mansions for this winter. A meeting is being held Friday, January 20th, 9am at Green Mansions and if you’d like to be a part of this or just listen in, please feel free to attend. An update will be provided at the next meeting.
*A suggestion was made to speak with the Northern Warren Trailblazers to see if ATV’s could utilize the existing snowmobile trails during the spring, summer and fall months. This is done in other communities with extensive trail systems such as ours, and could be a boost to the economy during these “off” months.
*Better signage directing people into the Chestertown “town center” was also discussed. Linda Muench volunteered to head this committee.

This and That:

*Horicon Supervisor Ralph Bentley stated that applications for funding from Bed Tax monies have to be submitted by September 1st of each year.
*2013 marks the Bicentennial of Warren County. There is a scheduled parade through Pottersville on August 24, 2013, and Don Butler is working on a Rumrunner/Moonshine weekend with antique automobiles and a mock race reminiscent of Prohibition days.
* Glens Falls Economic/Community Development Director Edward Bartholomew will be guest speaker at the next meeting.

The bi-monthly meeting was held December 30, 2011 at the Panther Mountain Inn and was called to order at 9:00 am by Don Butler.

Upcoming Events:
*The 2nd Annual Bob Whitford Ice Fishing Tournament on Brant Lake on January 21, 2011, starting at 8am with the awards ceremony following at the Panther Mountain Inn.Further details: Keith Wilkinson @ #588-5136.
*The Panther Mountain Inn is also sponsoring a 4 wheeler raffle with tickets being sold by high school students at North Warren Central School. Profits from the raffle will be divided between the participating classes.
* The Art in Chestertown Gallery will be open on weekends from 11AM -5PM all winter this year. The following is their schedule: Holiday Treasures: Closing Reception: Saturday, January 14, 2 – 4PM
Winter Magic:January 20 – March 4, 2012. Opening Reception: Friday, January 20, 6 – 8PM

Guest Speaker: Fred Monroe – Town of Chester Supervisor

Mr. Monroe discussed the North Creek Alliance and the train: there will be reasonably priced space available for venders, etc. at the old Mountain Border Town building in North Creek. The town is currently working on the ski trails at Dynamite Hill and the solar projects at the Chester Transfer Station, Town Hall, Health Center & Dynamite Hill. Extending the town waterline south of town on Rte. 9 is also in the beginning stages. When asked about a town sewer system, Mr. Monroe said a petition should be submitted to the Town Board to get the process started.

Leaving snow on some village roads to promote snowmobile business into Chestertown was also discussed, using either Theriot Ave or leaving one side of Rte 9 sidewalks unplowed. Mr. Monroe again said a petition should be submitted to the Town Board to get the request considered.

The town received $30K – $35K a year from the Warren County occupancy tax to be used to promote tourism and The Tri-Lakes Business Alliance would be eligible for some of these funds for future projects.

New Business:
 The next Town Board Meeting is Tuesday, January 10, 2012 at the Chester Town Municipal Center at 7:30pm. There will be petitions for both the Town Sewer System and the opening up of roads to promote snowmobile access to the town center at the Panther Mountain Inn (upstairs lobby), Main Street Ice Cream Parlor, The Crossroads and Gallo Realty for people to sign so we can submit them at this Town Board meeting. We should also have at least 4 or 5 representatives at this meeting to submit these petitions and show our groups support.

The meeting was adjourned at 10:00 am. Next meeting is Friday, January 13, 2011, 9am, at the Panther Mt. Inn.
